It seems that basically you have a mismatch between how many workplaces are for what education level and how many workers are in the city of those specific educational levels. High unemployment will fill the meter, while low unemployment reduces the meter. "old people percentage is always the highest" - yes there's a problem with it, possibly more prominent since Harbour update there is a mod that deals with it For example, a city of 80,000 population should have 10,000 commercial. Retired ppl do not count towards the workforce - only adults plus young adults - minus students (if you have any and if you add a university, suddenly you will decrease the workforce). ![]()
